DOLE issues over 1K Certificates of Unemployment

AS OF January 2021, the Department of Labor and Employment Central Visayas (DOLE-7) had issued more than 1,000 Certificates of Unemployment (COUs) to affected workers in the Province of Cebu and to those in the cities of Cebu, Mandaue and Lapulapu.

A big bulk of the COUs issued came from the TriCity Field Office (TCFO) which covers the three highly urbanized cities where big establishments are located.

In his report, TCFO Chief Emmanuel Y. Ferrer cited that since January 4, 2021, their Office has already issued a total of 1,294 COUs or Certificates of Involuntary Separation to affected workers.

Topping the list is retrenchment as the reason of involuntary separation, closely followed by closure of business, redundancy, economic downturn and disease or illness of workers.

The Cebu Provincial Field Office (CPFO), covering the cities and municipalities outside the cities of Cebu, Mandaue and Lapulapu under OIC-Vivencio Lagahid, registered only twenty-eight COUs issued in January, citing retrenchment or business downsizing; and Bohol with 55 COUs. The Field Offices of Negros Oriental and Siquijor are yet to finalize their respective data.

“We are closely monitoring the turnout of COU applications because this will give us an idea on the extent of unemployment occurring in the different provinces in Central Visayas,” DOLE-7 Regional Director Salome O. Siaton said.

The issuance of COUs or Certificates of Involuntary separation, is the DOLE’s assistance to affected workers who wish to apply for payment of unemployment insurance or involuntary separation benefit at the SSS.

All employees including Kasambahay and OFWs who are covered by the grant of unemployment insurance or involuntary separation benefit may apply for DOLE Certification of Involuntary Separation,” said the Regional Head.

Applicants must send one copy of their valid ID and a copy of the Notice of Termination issued by the employer. In the absence of the Notice of Termination, applicant my send instead a duly notarized Affidavit of Termination of Employment.
