President Sergio Osmeña’s appointees in Samar (Part IV)

Don Sergio Suico Osmena Sr. was the only Cebuano who became the Liberator President and rebuilt the country by appointing officials to govern the local government units. He made the Provincial Capitol of Leyte in Tacloban City as the national capitol and held office thereat.
