Duterte signs law mandating coop officers

REP. BENJAMIN Canama of Coop NATCCO Party-List is happy that President Rodrigo Duterte has signed into law RA 11535 last April 13, 2021 mandating all Local Government Units (LGUs) to appoint the position of cooperative development officer (CDO).

This means that all municipalities, cities and provinces shall appoint their respective CDOs, said Rep. Canama, who hails from Tangub City in Mindanao and whose roots are in Cebu.

Although Mandaue City and Cebu City both have their respective Cooperative Development Councils (Cebu City Cooperative Development Council in case of the City of Cebu), only Mandaue City has CDO.

Republic Act 11535 has mandated CDOs to take charge of the development of cooperatives registered with the Cooperative Development Authority (CDA).

The law provides that the CDO is tasked primarily of leading the identification of groups, sectors, or communities that may be organized into cooperatives with the objective to uplift the living condition of the people, and be the vehicle in poverty reduction, job creation and socio-economic development of the municipality, city or province.

RA 11535 mandates the CDO to provide assistance to prospective cooperatives by guiding them in the conduct of pre-registration seminars on people who want to organize a cooperative.

The CDO shall also provide technical assistance and other forms of help to enhance cooperative’s viability as an economic enterprise.

RA 11535 also tasked CDO to assist cooperatives in the development and implementation of the risk management plans and business continuity plans as a response to anticipated calamities and disasters.

RA 11535 has amended RA 7160 or the Local Government Code of 1991 and will be effective 15 days after its publication in the Official Gazette or in a newspaper of general circulation. ELIAS O. BAQUERO
