Tabuelan ABC president charged for child abuse

THE mother of a minor has filed a complaint of child abuse at the Office of the Deputy Ombudsman for the Visayas and sought the preventive suspension of the ABC president of Tabuelan town who mauled her son recently. Felix Bicare Rubin, alias Toto, allegedly slapped on the face and punched the neck of Juross Recla Salipdan during a disco at the community at around 11 pm on February 12, 2022, in Barangay Mabunao in Tabuelan town in the Province of Cebu.

The suspect was allegedly drunk during the incident. The victim accompanied his friends to the disco which was owned by the barangay captain.

They paid the entrance fee and went in. Juross was busy with his gadget because the Internet at the place was strong when a commotion involving a friend ensued, Jimmel Dungog. During the commotion, Toto Rubin allegedly went to Juross and mauled him.

A relative named Julius helped Juross escape and run straight home. When he arrived, Juross told his mother what happened. That morning, a still tipsy Rubin went to the Salipdan home and angrily sought Juross who was afraid to come out.

The mother of the victim, Kitty Rose R. Salipdan filed an administrative complaint at the Visayas Ombudsman’s office on April 7, 2022. They executed an affidavit and submitted additional evidence along with the complaint.

In her complaint, she stressed the need for a preventive suspension of Toto Rubin “during the pendency of the administrative investigation to prevent him from intimidating, threatening, and coercing witnesses” of the victim who is only 14 years old, a minor
