THE current Capitol leadership - particularly the executive department - may face administrative and criminal charges for its failure to comply with a very important provision of the Local Government Code (LGC).
It is unfortunate that this has to happen simply because the Governor's Office failed to submit the 2026 provincial budget on or before the deadline which was last October 16 this year, as clearly stated in Section 318 of the LGC or Republic Act 7160.
Because of this failure, the Province has to automatically use a reenacted budget which means several limitations.
What are these limitations? No new positions can be created, new projects or programs can't be implemented, 20% of the Development Fund can't be utilized for new project and the internal revenue allotment can't be tapped due to the absence of the approved 2026 budget ordinance.
So the Cebuanos are asking: Why did the Governor's Office purposely fail to submit the executive budget before the deadline?
Is it true that they were having a hard time making some "magic" as to how to accommodate several job order workers, most of whom are reportedly trolls?
Is it also true that some newly-hired doctors and nurses have resigned because they can't be paid for their services next year?
What a sad development for Cebu.
