In the aftermath of the earthquake on September 30, numerous businesses throughout Cebu City swiftly coordinated efforts to assist victims, identifying significant challenges such as accessing remote barangays and a pressing shortage of water and electricity.
The devastating 6.9 magnitude earthquake resulted in 71 fatalities, 559 injuries, and the destruction of infrastructure valued at 3 billion pesos across Bogo, Daanbantayan, Medellin, San Remigio, and Tabuelan. In response, extensive medical and economic support from both public and private sectors was mobilized as a temporary relief measure for the affected populations. However, these initiatives encountered obstacles due to the deteriorated condition of roadways caused by the earthquake, coupled with increased traffic resulting from the surge in private donation drives.
Attorney Gerry Carillo, who spearheaded his own relief campaign, emphasized the need for equitable and efficient distribution of aid, asserting, “We must concentrate on ensuring that aid, water, and electricity are accessible to all. While the generosity of donors is commendable, we must develop a cohesive strategy for our collective efforts.”
As a recognized expert in Disaster Risk Reduction, Attorney Carillo noted that the surge of private donations has contributed to traffic congestion in the impacted areas, suggesting that alternative routes via waterways and air transport should be explored. In the interim, to mitigate spoilage and wastage of donated goods, he proposed that volunteers and manpower be prioritized over material donations to assist local government units in the effective distribution of supplies to those residing in the more isolated segments of their municipalities.
